Featured Speaker: Sergeant Michael Chang
Sergeant Michael Chang is currently assigned to the Miami-Dade Sheriff’s Office (MDSO) Palmetto Bay Municipal District as the Acting Operations Commander. He oversees all aspects of the Policing Unit, including uniform patrol, the Community Outreach Unit, and the General Investigations Unit. The personnel under his command are responsible for providing police services and investigating all crimes against persons and property that occur in the Village of Palmetto Bay (VPB). These include assaults, larcenies, residential burglaries, and commercial burglaries. He also oversees the operation of the Traffic Enforcement Unit ensuring compliance of vehicle and pedestrian traffic, as well as the Marine Operations Unit ensuring the safe operations of vessels within the waterways of the VPB. Sergeant Chang is also an active member of the MDSO Crisis and Hostage Negotiator Team, and has used his negotiator training and expericnce to present case studies within the agency as well as at a state level for the Florida Association of Hostage Negotiators.
In June of 2026, Sergeant Chang celebrated 21 years of law enforcement service. Throughout his tenure Sergeant Chang has received commendations and employee excellence awards, including accolades as both a deputy and a supervisor. His experience within the agency includes assignments within uniform patrol, neighborhood resource, robbery investigations, crime prevention, commercial theft, body worn camera, internal affairs, honor guard, crisis and hostage negotiation, marine operations, and traffic enforcement units. Additionally, Sergeant chang is certified by the Florida Department of Law Enforcement to teach law enforcement curriculum throughout the State of Florida.
